When school violence is confirmed, the case is reviewed by the School Violence Countermeasures Committee (SVCC) — an official body under the local Office of Education. The Committee decides both the type and severity of the disciplinary action by considering factors such as:

• The seriousness of the act 

• The offender’s intent and attitude 

• The victim’s damage and recovery

• Previous records or repeated offenses 

The disciplinary measures for school violence are not based purely on a victim/perpetrator structure but are instead determined through a holistic consideration of the individual specifics of the case. According to Article 17 of the School Violence Prevention Act, the SVCC may impose one or more of the following nine measures:

학교폭력예방법 제17조에 따라 학폭위는 다음의 1호부터 9호까지의 조치 중 하나 또는 복수의 처분을 내릴 수 있습니다. 

📌 Note: Measures 1–5 are generally considered educational and corrective, while 6–9 are disciplinary and punitive. The possibility of deletion or record retention directly affects the student’s school life record.

3. Effects on Student Records and Future Impact 생활기록부 반영과 진로 영향

One of the most critical concerns for parents is whether these measures appear on the student’s School Life Record.

• No. 1–3: Recorded, but subject to deletion after a certain period (upon fulfilling conditions such as a successf

  ul appeal or completion of guidance programs).

• No. 4–6: Maintained for a set period and may result in disadvantages when advancing to high school or university.

• No.  7–9: Substantially impact the student's admission to higher education and future employment.

For international-background families, misunderstandings about these records often arise — for instance, assuming that expulsion (No.9) means permanent exclusion from all schools, which is not always the case.

4. Legal Remedies and Appeal Process 불복 및 구제 절차

If a parent disagrees with the Committee’s decision, they may file an appeal (request for re-examination) within 15 days of receiving the written decision.  Appeals are submitted to the Metropolitan or Provincial Office of Education’s Review Committee, and later, if necessary, to the Administrative Court.
